Irish gambling changed more in 2026 than in the previous ninety years. The Betting Act 1931 and the Gaming and Lotteries Act 1956 have been replaced by the Gambling Regulation Act 2024, and a single regulator — the Gambling Regulatory Authority of Ireland — now stands where Revenue and a patchwork of district court licences used to.
The rollout is phased, which is why the picture looks inconsistent if you only read the headlines. Online betting is licensed. Online casino is not, and will not be until 2027 at the earliest. Both remain legal for adults. What is legal to gamble on in Ireland
Sports betting, online and in shops. Fully legal and now properly licensed. The GRAI issued its first remote betting licences on 1 July 2026, and taking online bets in Ireland without one became an offence that morning. The public register had grown past thirty licensees by mid-September. Betting shops come under the same regime from 1 December 2026; the first in-person licence has already been granted.
Online casino, slots and live dealer. Legal to play, but not yet licensable. The gaming licence an online casino would need does not exist — the GRAI has opened no applications for it, and the phase is scheduled across 2027 and 2028. Every casino an Irish player can reach today therefore runs on a licence from somewhere else, most often the Malta Gaming Authority, sometimes the UK Gambling Commission, occasionally Curaçao. Calling a casino “non-GRAI” in 2026 says nothing about the operator; it is a statement about the calendar.
Horse and greyhound racing. Legal and central to Irish betting, both on course and online. Tote betting runs alongside fixed odds.
Lottery. The National Lottery operates under its own regulator. Lottery-betting products, where you bet on the outcome rather than buy a ticket, sit under the gambling regime instead.
Bingo and charitable gaming. Permitted, with charitable and lottery licensing arriving later in the GRAI’s sequence.
What is not permitted. Anyone under 18, credit card gambling at licensed operators, and from the moment the relevant sections commence, targeted inducements and broadcast advertising between 5.30am and 9pm. Those last two are law but not yet in force.

Bonuses: what the numbers actually mean
A free bet never returns the stake. A €10 token at odds of 2.00 pays €10, not €20 — so an offer advertised at €60 is worth rather less than sixty euro in your account. That is not a criticism, it is simply how the product works, and knowing it changes which offer you pick.
Three things decide value beyond the headline. Qualifying odds at 1.50 cost you far less to unlock than 2.00, where you are risking the stake on close to a coin toss. Expiry is short everywhere — five days at SBK, seven at most others — and the clock usually starts when the qualifier settles. Excluded payment methods are where offers are most often lost: deposit with the wrong card or wallet and nothing appears.

Betting apps

New betting sites in Ireland
The licensing change has slowed new arrivals. Any operator wanting Irish online betting customers now needs a GRAI remote betting licence, applications for which opened on 9 February 2026, with licences granted on three-year terms from 1 July. That is a meaningful barrier compared with the old Revenue registration.
The practical effect is that the register is the list. If a site is taking online bets in Ireland and is not on it, that is not a new operator moving fast — it is an operator breaking the law. Checking takes a minute and is the single most useful thing an Irish punter can do before depositing anywhere.
Online casinos and slots
This is where Irish players need to read carefully. No online casino holds an Irish licence, because the licence does not exist yet. It is legal to play; the operators are not evading anything they could have obtained.
What that means in practice is that your protection comes from whichever regulator the casino actually answers to. A Malta Gaming Authority or UK Gambling Commission licence brings proper complaint handling, segregated player funds and independently tested games. A Curaçao licence brings considerably less. Check the footer, then check the regulator’s own register rather than taking the badge at face value.
It also means the Irish safeguards people assume are in place are not, yet. The national self-exclusion register provided for in the Act has not started, and there is no named dispute resolution route for Irish players. Until the gaming phase opens, deposit limits set with the operator are the main tool you have.
Horse racing
Racing is the backbone of Irish betting and the reason the calendar matters. Cheltenham in March is the single biggest week of the year for Irish accounts, followed by the Irish Grand National at Fairyhouse on Easter Monday and the Punchestown Festival at the end of April. The Galway Festival at Ballybrit in late July is a week of its own. The Irish Derby brings the Curragh into focus in summer, and the Leopardstown Christmas Festival runs from St Stephen’s Day.
Around those meetings the bookmakers compete properly: extra places, best odds guaranteed, money back if your horse finishes second. Those recurring offers are worth more over a season than any welcome bonus, and they are the fairest way to judge who takes Irish racing seriously.
Tax on winnings
You do not pay tax on betting winnings in Ireland. Under section 613(2) of the Taxes Consolidation Act 1997 they sit outside the capital gains net, and no income tax applies either.
The duty falls on the bookmaker: 2% on stakes placed by Irish customers, collected by the Revenue Commissioners. It is one reason Irish prices are occasionally a shade shorter than the equivalent UK market.
Gambling safely
Every GRAI-licensed operator must offer deposit limits and self-exclusion. Set them when you open an account rather than when you need them, and treat a site that buries those tools as having told you something.
